Law Enforcement Response to Non-Stranger Sexual Assault
The intent of the training is to improve the response by patrol officers and other first responders to sexual victimization. It will also provide responding officers with the legal, procedural and behavioral characteristics associated with sexual assault.
This project is supported by Grant #2009-EF-S6-0053 awarded by the Office on Violence Against Women, USDOJ. The opinions, conclusions, recommendations, and findings of this training do not necessarily reflect the views of the DOJ Office on Violence Against Women.
There is no charge to agencies or participants for this training.
The 16-hour course will address:
· Victim vulnerability, accessibility, and credibility;
· Communication skills with victims of non-stranger sexual assault;
· Safety considerations and personal awareness at the scene
· The legal authority to act, including interview and interrogation strategies;
· Building partnerships within the community to address sexual assault victimization.
The training is registered with MCOLES and the class will be limited to 25 participants. The training is intended for patrol officers and service providers who respond to sexual assaults and sexual victimization.

Nuts and Bolts of OWI Arrests
This one-day seminar will train law-enforcement officers on some of the nuts and bolts of arresting people for OWI such the issues with SFSTs in the courtroom and what changes are coming with the DataMaster Administrative rules. In addition, there will be a legal update of the latest case law and statutory changes during the past year. Lastly there will be a presentation on the Medical Marihuana Law/Ignition Law.
This course would well suit the patrol officer, as well as the patrol supervisor, properly investigate and articulate in a report, the necessary facts of the crime of OWI.

The objective of this course is to describe in detail investigative techniques which have successfully solved several old, cold, unsolved, homicide cases through a discussion of not only the techniques and strategies utilized, but also through a comprehensive case study analysis, which utilizes real life, practical, hands on experiences to demonstrate how difficult and previously thought unsolvable cases could in fact be solved. Although the primary focus is on cold case homicides, the practical value from this seminar carries over to all aspects of criminal investigation and is designed to make detectives better all around investigators.
Mr Stuart Fenton is a Senior Assistant Prosecuting Attorney for the Kalamazoo County Prosecutor's Office in Kalamazoo, Michigan. He is currently assigned to a Circuit courtroom and tries major felony cases. Before that he was a member of the Southwest Enforcement Team Drug Unit and personally prosecuted all cases arising from that unit. Previous to that assignment he spent 6 years as the Investigative Subpoena and Cold Case Homicide attorney for the office. He was the Unit Prosecutor for Kalamazoo County’s Cold Case Team. During his tenure with the Cold Case Team, he successfully tried 6 Cold Murder cases, each averaging 14 years old. He has received numerous awards for his work with the Cold Case Team. He has also lectured extensively, both statewide and nationally for various law enforcement agencies, the Prosecuting Attorney’s Association Of Michigan, and the National College of District Attorneys. Mr. Fenton has been a prosecutor since 1987.

This SFST Refresher Training is intended for those law enforcement officers who have successfully completed the NHTSA/IACP – approved DWI Detection and Standardized Field Sobriety Testing Training Program. The class will include a review of the SFST’s along with the general concepts of OWI detection and enforcement and proper administration of the tests. Trends in Michigan and the issues that are being raised in court will be covered with an emphasis on proper documentation and testimony.
Officers certified in SFST prior to September 2008 must recertify by September 30, 2012.
This training is being presented by MSP Trooper Troy Meder, a 14 year law enforcement veteran, who started as a officer for Bridgeport Twp PD in 1997 until he entered the Michigan State Police Basic Recruit School in 2000. Completeing the Recruit School in February 2001 Trooper Meder was assigned to the Bay City MSP Post where he was assigned to general road patrol duties. In 2005 Trooper Meder was assigned to a newly formed two person highway criminal interdiction unit. In 2011 he was selected by OHSP as one of thirteen Michigan Police Officers to receive Drug Recognition Expert training and is currently one of only 19 DRE's actively working in Michigan.

The purpose of this training is to assist local law enforcement officers to understand the domestic violence perpetrator, the domestic violence victim, as well as the domestic violence scene. This training will also provide officers with the legal and procedural requirements when responding to a call of domestic violence. The domestic violence response training will include substantive criminal law as it relates to domestic violence; probable cause as it relates to domestic violence; stalking and aggravated stalking; Personal Protection Orders (PPO’s); warrantless arrest authority; and procedural requirements in responding to domestic violence.

This program is well-integrated, meaning that similar defensive principles apply to a variety of hostile situations. Therefore, the system can be learned in a relatively short period of instruction. The system is designed to train large numbers of personnel at one time. The techniques are easy to retain with minimal review and can be performed under extreme stress. The Krav Maga System has been overwhelmingly praised by defensive tactics instructors from federal, state and local law enforcement agencies as well as hand to hand combat trainers from special units of the military.
